You could build something that would hold parrots… but not out of cable ties. I know of bird breeders that build their own enclosures but a lot of thought needs to go into it. You would be better off finding a copy of "How to Build Everything you Need for Your Birds" by Don Larosa. There are many things you need to consider when building a parrot enclosure including types of wood, types of wire, types of nails, depending on the type of bird. If you use the wrong wire or wood you could make your birds sick or worse. Also will the enclosure be inside or outside? If outside you need to consider wildlife such as owls, raccoons and hawks. If you enclosure is not sturdy enough you could easily loose your birds to these predators. If the wire spacing is too large a raccoon will reach in and try to grab your birds and will literally gnaw off anything it can pull through. The scope of your question is really too big to answer here. The book is good and I am sure there are many articles on the Internet that can help answer some of the questions you will need answered. I would not suggest just slinging something together and hoping it works. With some research you should be able to produce a decent enclosure that will be safe. Good Luck.
